By the Second Taro KATSURA Cabinet, this act was established for the first time in reference to "Shokko-jijo" (a report of the actual conditions of the factory workers) edited by the Ministry of Agriculture and Commerce (Japan), promulgated in 1911, and enforced in 1916. 第二次桂太郎内閣にて農商務省 (日本)による『職工事情』を参考に初めて同法が制定され、1911年(明治44年)公布、1916年(大正5年)に施行された。 |
