Notari was the oldest son of KOSE no Naemaro who reached Shoshiinoge (Senior Fourth Rank, Lower Grade), and assumed Shikibu no taifu (Senior Assistant Minister of the Ministry of Ceremonial), Sachuben (Middle Controller of the Left) and Kawachi no kami (the governor of Kawachi Province).
