This Kin-hasen Rei was promulgated toward shrines and temples, who used to melt copper coins to produce, for example, Buddhist alter articles such as hanging copper lanterns 'made to pray for national peace and security,' and therefore, to whom the Imperial Court could hardly complain against their illegal acts. |
