| In this amendment, the Chokurei fukusho kitei (an Imperial edict on the rules of countersignature), stipulated in Article 4 of the Naikaku-kansei, was moved to the Koshikirei, while the right of the Prime Minister to issue cabinet orders, as recorded in the Kobunshiki, was moved to the Naikaku-shokken. |
