In October 1871, he was raised to Jushii (Junior Fourth Rank), and became a member of the Iwakura Mission led by Tomomi IWAKURA, an ambassador plenipotentiary, which was organized to inspect Europe and the United States and to lay the groundwork for the revision of a treaty. |
